RMAN-04005: error from target database:

Hi,
when I want register my target by
]$ rman catalog prdrman/prdrman@PRD target sys/manager@DEV
I receive this :
RMAN-04005: error from target database:
ORA-01031: insufficient privileges

Do you have any idea ?
