RMAN - 00554 initialization of internal recovery manager package failed

Dear team,

when we connect rman target / that time we get below error .please help me on below issue

DB version :- 9.2.0.1.0
platform :- windows 2003

c:\rman target /

RMAN-00571: ===========================================================
RMAN-00569: =============== ERROR MESSAGE STACK FOLLOWS ===============
RMAN-00571: ===========================================================
RMAN-00554: initialization of internal recovery manager package failed
RMAN-04005: error from target database:
ORA-12154: TNS:could not resolve service name

or

rman>connect target "sys/abc@123"

ORA-12154: TNS:could not resolve service name error showing.
