Retrieve Ratchet Demand

Pick up HPD (high peak demand) based on the month and exclude a billed KW value from being used in HPD calculations, so that the value is not used for billing.

Want to exclude specific KWH from a calculation, in certain circumstances, such as an unusual event or a misbehaving device.
