Restricted Data type attribute violation

Database is 11.2.0.4 on windows 2012

Have tried with 10g,11g,and 12g ODBC drivers (currently using 12c)

Microsoft Excel 2016 64-bit with a 64-bit DSN

Microsoft Windows 10 64-bit

I can connect to the database fine, but every time I try to view a table I get

and cannot move forward

This happens for any table in any schema (I did not try all, but spot check).

Access works fine, as does typing in a query using "advanced" option.

Anyone have any suggestions?
