How to Restrict an Employee to Apply leave on Birthday only

Hello,

We have a Client requirement that for Birthday leave, the Employee should apply only on Birthday. How can we restrict employees to apply only on Birthday.

Could someone suggest, how to write Entry validation for this requirement.
