Restore standby database backup without control file

Hello,

We took a backup of a standby database without including the control file. I did a backup control file to trace ...
We are trying to restore this backup on a different server with identical file structure.
If I try to create the control file I get an error saying it diesn't find the data files (cause they were not restored yet).
If I try to restore I get an error saying that it can't find a control file.
Is there a way out of this?
Can I restore a standby database that doesn't include a control file, even if I have the create control file script?
