RESTORE POINT ONLY

I see on one of our database environment, the
select FLASHBACK_ON from v$database;
it is not Yes, or No. But RESTORE POINT ONLY.
What is the SQL statement that turns this on this option?
I know though alter database flashback on/off is for result of YES. NO
