Restful service connection issue/lag time

I have created a restful service that will insert/update records in a table when passed information. It parses said information, and if a record exists it will update it. If a record is not detected it will insert a new record. This restful service works very well and is flawless. However, there is one issue that I can't seem to easily figure out. If I am accessing the restful service for the first time in a day, the initial request can take upwards of 35 to 50 seconds to actually process, and return a success or failure code (usually always success). If I make subsequent calls during the same day they will execute within 5 to 10 seconds which is what I would expect. I cannot explain why the first call takes so long when others are typically immediate. If the next day, I create the first call for the day, its 35 to 50 secs again, and all subsequent ones will again be 5-10 seconds.

I have no rationale as to why that is or how to go about correcting it. I am unclear if something is going to sleep after so long and it needs to wake up which is why subsequent attempts work much faster than the first time. The question is how to go about addressing this because 50 secs lag time can cause issues for other processes… 5-10 sec not so much. The restful service works via an ORDS configuration within apex. Is there a setting in ORDS that would rectify this? Does anyone have any ideas on what settings can be tweaked to fix this?
