RestApi, just stopped suddenly. Can't access any endpoints

I have a free tier on Apex. I have a few apps that I used the Restapi services. Just today, access to all of them just stopped. They all return 404. I haven't touched the endpoints. I am buffaloed. I have tried stopping and starting the RestApi and still nothing

Can someone provide some suggestions
