REST Data Source doesn't connect

Hi All,
I'm trying to create a REST API endpoint in the always free tier APEX, and I get the following error messages (my domain is a dynamic dns one):
Host: https://aaa.myftp.org:4000/graphql or https://persik.myftp.org:3000

Error: ORA-24247: network access denied by access control list (ACL)

Host: http://aaa.myftp.org:4000/graphql or http://persik.myftp.org:3000

Error: ORA-20987: The requested URL has been prohibited. Contact your administrator.

Other GraphQL links or other links overall work fine.
Can you help?
