resmgr cpu:quantum wait event when not cpu bound?

Hi,

We use resource manager to priorities one particular user.

However we see some strange behaviour when performance testing.

Basically we see the "resmgr cpu:quantum" wait event happen when we're at 60% idle!

This doc claims it only occurs when cpu bound?

What seems to happen is that the waits start once the db writer starts writing back to disk. i.e. about 5 mins into the test, once buffers are full.

We are pretty heavy on IO at this point (mixed reads/writes) - but this is a cpu wait event?

Even more confusing; The only activity is the 1 user who is given priority! So resource manager shouldnt be constraining it at all.

It almost looks like a bug really; We're using 10.2.0.4 - But i wonder if the real problem is something else.
