resmgr:cpu:quantum

My Production database running XE on Fedora Core 8 starts becoming slow after every some hours. When it is slow the sessions show too many sessions with resmgr:cpu:quantum event waiting.

I googled about this and found that some resource manager is doing this.

Is there any possibility to get rid of this even if resource manager has to be turned off. I would be thankful if someone helps me in improving XE performance.
