Requisition Approval - setting value 'Allow Self Approval' = False

We currently have both procurement and Finance cloud implemented. Do we need to have HCM installed to utilise the above future ( we need to stop requester's approving their own requisition. Also, is Employee/Supervisor approval option available without HCM? Thank you
