Report9i: In production ODS or OAS ?

Do I need to install Report9i service furnished on OAS9i CDs or Oracle developer suite 9i gives all that is needed ? What are the differences ?

Where do I set the OC4J root folder when I have just installed the Oracle developer suite 9i ?
