Report's 2nd page's data begins mid-page. Why??

Greetings:
I'm producing a standard report with frames, etc.
The first page appears to be formatted correctly. However, the next page (page#2) starts off mid-page. I've juggled the layout around but still get the jump to mid page.

Environment: Report Builder 6.0.8.13.1
Layout: One {big frame+repeating frame} - per Report Item that can stretch for multiple pages. This repeating frame (Report Item) contains multiple frame sections, some have their respective repeating frame.

The scenario:
The front page looks good, but the second page's data (possibly the other pages, don't know) starts midway from the top rather at the top as it should.

Any ideas???
