Report Query with Custom Layout Not Working - APEX Configuration? XSLT-FO Error?

I cannot get Report Query Custom Layouts to work.

The generic layouts work fine.

Generating PDF from a Classic Report or Interactive Report works fine.

The xslt files I create using Altova Stylevision generate PDF files when I test them with FOP 1.1 on my machine.

When I click the Test Report pushbutton, I get an alert with this message:

"ORA-20001: The printing engine could not be reached because either the URL specified is incorrect or a proxy URL needs to be specified."

I have tried creating a network ACL and it has no effect.

Is there a way to debug this?

Here's my configuration:

Oracle 12.1

APEX 5.1.1

ORDS 3.0.6 running in Tomcat with SSL on a machine separate from the Oracle database server machine
