report error:ORA-29262: bad URL

Hi friends ,

When i tried to reorder the items in my form through the drag and drop.I tried to change the display of the form from two row to three rows.

I am facing this error--> report error:ORA-29262: bad URL.

My Oracle Apex Version is -->3.1.1.00.09
My Database version is -->10.2.0.1.0

Please let me know if any of you has solutions.
