Report CSV export date format problem

Good Morning,

I have searched the OTN and couldn't find a viable solution to the following problem.

My trend reports use dynamic report headers, I use PL/SQL function for the report header.

There is a page process that inserts the date to the temp table that hold the Report Month-Year to_char(modified_submitted_date, 'MON-YY')

My report month format is this MON-YY JAN-13

This displays correctly on the screen and in pdf, it transposes in csv format. The field is a varchar in the table. When I click on the field in the csv file (opens in excel) it gives me a custom format. The csv displays like 13-JAN, if I change it to date format then it changes to JAN-14.

The fields I use display as text,(escape special characters and does not save state) I am not sure what to do with it..

I am using Apex 4.0, Oracle 11
