Report Builder 10g Pre Printed Problem

In Report Builder 10g pre printed report. There are Two Half document to be printed. But the first Half Having more than 10 records in line. It skips the second page, and directly printed on 3 page and the second half printed in 3 page it itself.. what is the issue?
