Replication problem : Replica busy

iam getting this error on hub as "21/Mar/2003:20:37:44 -0500] NSMMReplicationPlugin - Incoming replication session was unable to acquire replica o=internet - error:
replica busy" and it is not replicatiing .

anybody fixed this problem before

My environment is i have 2 master 1 hub and 2 consumers, i am replicating 3 branches,all three are replicating to hub but from hub two branches are working only one is giving me this problem and not replicating.
We are using SUN 5.1 SP1 on sun 8
