Replication of an update

I issue an UPDATE statement on source that updates 200K rows. It do not replicate to target. But if I run the same UPDATE with additional clause of "WHERE ROWNUM < 10" it replicates. I can keep doing it unlimited times and it works each time.
Why would an UPDATE with fewer rows would replicate but when same UPDATE updates 200K rows would not replicate? Where should I look for clues?
Source and target DBs are 19c.
PS: When I examine trail file at target with logdump it shows records in it.
