replace NVL

good morning friends

I have the next question .. how can I replace that AND NVL (A.TTRB_ANO_VIG, 1) <= 2019

is killing the table index

Version oracle 11g

--correct version
select *
    FROM TTRB_DEF_TAB_CPO_CMP A
   WHERE A.TTRB_RUT_EMP = '96571220'
     AND A.ttrb_est = 'COMPARACION'
     AND NVL(A.TTRB_ANO_VIG,1) <= 2019
