REP-52262: Diagnostic output is disabled.

Hello experts,

when i am running the report REP-52262: Diagnostic output is disabled. is comming.
for this i search and found that
add the
<webcommandaccess>L2</webcommandaccess> into rwservlet.properties and restart WLS_REPORTS

i add the above tag and restart the report server. but when i again check the tag in rwservlet.property file, it disappear.

and error is still comming.

Please suggest .
