i did this

C:\Oracle\Middleware\FR_inst\config\reports\bin>rwdiag.bat -findAll

Reading the rwnetwork.conf from :C:\Oracle\Middleware\FR_inst\config\ReportsToolsComponent\ReportsTools\rwnetwork.conf

Broadcast mechanism used to locate servers

------------------------------------------

Channel address = 228.5.6.7

Channel port = 14021

REP-50503 No server found in the network

C:\Oracle\Middleware\FR_inst\config\reports\bin>

but my report server is up and running
