Rep: 3300 fatal error in toolkit

I am getting this error in some reports
Rep: 3300 fatal error in toolkit.
Ui-9: This funtion call is out of context.

and sometime these errors instead of above one
Rep:0081 error during file I/O operation
Rep: 0024 unable to write to the temporary file scafa 3.

i am using oracle 8i, forms 6i, report 6i.
remember these reports running fine in report designer but give error in application
