rep-110, rep-1070, rep 0110 what does this mean

I am getting the following errors. does anyone know what this mean.
REP-110: Unable to open file 'new_placement.rdf'.
REP-1070: Error while opening or saving a document.
REP-0110: Unable to open file 'new_placement.rdf'.
