removing strange characters

Our database collects first and last names of our clients. Sometimes they contain strange unicode characters, like unistr('\FFFD'), or '✌'or copyright sign or registered '®' etc. We also have clients from all around the world and their names are expressed in respected character sets, like 'गिरिश' or 'ஜெய்'. Is there a way to filter out "improper characters" that cannot be used as names with respect to different cultures and character sets? Or at least remove the pool of strange characters like unistr('\FFFD'), or '✌'or copyright sign or registered '®' by specifying them as one general expression not one by one?
