Removing leading zeros from a string value

Hi All,

i have a Requirement like , i need remove leading zeros from a string value,

like , 00Raj00Shekar==>Raj00shekar,

how can i do this ?

if it is only with the custom functions ,where can add the fuction in Jdeveloper and SOA Middle ware?
