Remote connection receives ORA-12224 TNS:no listener

We have recently moved the server, gave it a new IP address, and new name. When I try to make a connection from a remote server I receive the error ORA-12224 TNS: no listener.

I've checked that the listener is running on the db server, and verified that the tnsnames.ora files were updated. I tried using the server name in the host field as well as the IP and still no luck.

When I run lsnrctl status on the db server I get the following output:

I've rebooted the server, restarted the listener, but I still receive the error. We are on oracle v 9.0.2
