Remote access to an Oracle XE DB

I use Delphi to write C/S applications for desktops. Recently I need to be able to access Oracle remotely.
I could use VPN to gain access via a Delphi application but wonder if there is a better way to do so via the Web.

I would prefer to use software where one can start off in a simple way but which could be expanded into something more sophisticated (in terms of GUI anyway) at a later stage.
Any suggestions for software to do this?
