Relocating resources

Platform : Unices/Linux

Question1.

I gather that CRS does the relocation of resources mostly. But there are times when one has to manually relocate resources.
From your experience which was the most manually relocated resource? (not for DR drill but because of actual outage :) )

Question2.

I can use

srvctl relocate

command to relocate ANY resources between the nodes. Right ?
