Region title using hidden item with css coding

Crazy thing here.. I am trying to have the title of a region from a hidden page item. Inside that Item I am trying to have the following code:
<span style="font-size:20pt">Summary Report </span> <div align="right">   (Looking Back Twelve Months from the Date of the Most Recent AVR in Database) </div>
When I set the region title to the following, the css code IS NOT being interpreted by the browser..

&P55_TITLE.

Am I missing something here, because I swear I have done this in prior applications..

APEX 4.0, Theme 13, Oracle 11g, IE7 & Firefox 12 is the environment..
