Region display selector not displaying all options

I'm using apex 5.0.3, universal theme and 11g DB.

I have a page with 11 regions where I set the Region Display selector = Yes.

for some reason it only displays the first 7 even if there is still more space to the right.

I checked the html generated and it only included the first 7 on the list.
