regexp_instr hangs if semicolon in search string

Hi,
I don't know why, but if I have ; in search string it just hangs.
I was just checking if my IPv6 has any other special character other than ", / " -

SELECT regexp_instr('12.13.123.44/27, 12.13.123.0/24; 12.14.213.0/24', '^[0-9a-fA-F\.\,[:space:]\/]{1,4}+$') FROM DUAL;

If the data has " ; " by chance, this statement hangs. Is there something I miss here? Appreciate your help. Thanks.
I use : Oracle Database 12c Enterprise Edition Release 12.1.0.2.0 - 64bit Production
