Refresh only the left side of cascading LOV shuttle item

hi,

I want to populate shuttle item dynamically using cascading LOV select list. but when i change other value both left and right side gets refreshed.

but i want to refresh only left side, right side needs to be the same.

i want to achieve something like this

I want to achieve this by using before refresh and after refresh dynamic action.
Is it possible?

some one pls help me with this. Its very urgent.
