Refresh Data Using PL/SQL

Is it possible to refresh data usin peculiar. Suppose i have two tables A and B. B is a copy of A and hold some or even whole data of A.

Now the requirement is that whenever any changes occur in A, it hould be reflected in B. This requirement has to be taken care off during data loading.

I suggested Mat Views but the DBA refused that 10g doesnt support Mat Views properly. As per him 10g doesnt create log files for mat views and back up might be difficult.

Now how can this be done using PL/SQL. How can we refresh data using PL/SQL and is it true that Oracle 10g and Mat Views are not compatible with each other. I am working on 10gR1
