Reference data is not available for release 12.1 on the operating system distribution Windows XP5.1

Hello,

I'm getting the error "Reference data is not available for release 12.1 on the operating system distribution Windows XP5.1" when the installer runs the prerequisites check of installing Oracle Developer Tools for Visual Studio. I'm running Windows 7 Enterprise on 64bit machine. Am I missing another prerequisite that I'm not aware of that might cause this error?
