Redirect OEM 13cR1 repository to 13cR2 OMS

I have an OEM 13c R1 running on windows server 2012 with the repository database in 12.1.0.2 running on a separate windows server 2012.

I want to create a new OMS 13c R2 running on windows server 2016. I would like to then use the repository from my original OEM 13c R1 installation.

I know I can redirect the old repository to the new OMS, but how do I upgrade the repository from R1 to R2?

If possible, I would like to avoid upgrading the existing R1 OMS to R2 and then migrating it to a new windows server 2016.
