Recursive cursors

Hi..
I am getting this error that I can't seem to get around.I am using oracle DB and running tomcat webserver.
1. ORA-00604 - error occured at recursive cursor SQL Level 1
2. ORA-01000 - maximum open cursors exceeded

I have increase the oracle initialisation variable OPEN_CURSORS from 300 to 1000 and I have closed all of my statements and resultsets...

Can someone help please..........
