recover from full backup

On the source machine, I do a:
RMAN> backup database
RMAN> backup archivelog all;
On a clone target machine I do a
RMAN> restore database; # that works
RMAN> recover database;

Since I have archive logs that have older SCN's I've tried older SCN's as well.
What am I doing wrong?
