Receiving ORA-12526 in OEM 10g. DBSNMP has restricted session.

We are performing some maintenance on our 10.2.0.2 RAC DB so have put the database in restricted mode. DBSNMP has restricted session but OEM returns the message java.sql.SQLException: Listener refused the connection with the following error: ORA-12526, TNS:listener: all appropriate instances are in restricted mode. We also get OEM alerts generated.

Anyone know how we can allow OEM to not error when we place databases in restricted session?

DBs have been blacked out.

OEM Also generated the below 12505:
ORA-12505: TNS:listener does not currently know of SID given in connect descriptor
