Really high iowait in iostat output but not in vmstat.

Hu Guys,

I'm concerned about a server with Solaris 8 ( on Sun Fire v280 ) which shows a really high iowait time on CPU column and idle value at zero.
Now, if I run a vmstat is show the idle column in zero but the Proc > B column ( blocked process waiting for I/O) really high too.
Do you have any idea about the root cause of this issue ?

Here is the iostat and vmstat output:
