Reading from an ancient database with datafiles *.dat and *.idx files

I have data stored in files in set of *.dat and *.idx, i do believe
idx files are index files and .dat are data files. I dont know the
database system used to create these files. The system is still in use
and may continue being in use for some while. My request is how can i
get a jdbc or odbc driver to read from these files?

I have critically looked at those files...*.idx files are binary or either have encrypted potions. *.dat files are plain text files. They are fixed field length and records are in lines i.e. every line is a record of fixed length. At end of line in a lf/cr xter.....The size of *.idx files are approximately 80% of *.dat files...In the data folder, there are no other file types. I have stopped imagining it's a cobol database as the system was implemented in 80's and none of the IT guys was involved in the project.
Help me how to read from those files, the program using the database has no problem. My module is only in charge of reporting.
