reading file from another server in the same network neighborhood

I have my oracle db in one server but I need to read a file from another server through a java stored procedure.

I am able to access local drives on the server where the db is but as soon as I try to read from a folder in another server it fails. The userid I am using already has the JAVASYS.. role.

Please advise. Thanks!
