Read file(.txt/csv) from local machine.

Hi Guys.

I wanted to read the .txt/csv file using PLSQL from local machine and upload it into db table. I dont have permission to create directory on server also dont have more access to the server.
So wat should be the option. At present i am using SQL Loader as temporary solution. but i am thinking to write procedure in db.so could you pls share pointers on this?
