RCU Problem remote connection

When I set database connection details in RCU I want do it agains remote database server

I check host : port and i get this

fender75@ubuntu:~$ telnet -d 192.168.75.1 1521

Trying 192.168.75.1...

setsockopt (SO_DEBUG): Permission denied

telnet: Unable to connect to remote host: Connection refused

I new with this...
