RCU doesn't show any component

i 'm trying to install forms 12.2.1.3.0 on windows 7

when start installing the RCU

there is no components to choose and it shows this error

ERROR - RCU-6015 Component validation failed.

CAUSE - RCU-6015 No component was selected or specified.

ACTION - RCU-6015 Select or specify at least one component.
