Random Numbers generation through SQL

Hi Friends,

I have a table named 'allowances' and there is a field LTRS. LTRS contained different numeric values like below.

LTRS Example

400 399

400 401

150 148

150 152

120 118

120 119

120 121

80 79

80 82

I want to generate above LTRS column randomly like Example column (Numbers should be in 1 to 4 change increase or decrease)

Please help how to generate. I will be thankful.
