R4 resources created but don't show up in our paid millennium instance

Background Information:

We are able to create R4 resources with token acquired with our app (BE system access). We were using search functionality to search for patients, providers and organization to create an encounter.

Expected Result:

When we login to Millennium system (our paid sandbox), I am not able find the newly created encounter. This is the first resource to be created inorder for us create a Communication, DocumentReference and ChargeItem resources.

Actual Result:

Encounter resource is created successfully.

Question:

If we have paid Millennuim sandbox, what is the organization, what provider we are logging in, what patients I have access to using FHIR. WIth search capability I can search for Org, providers and patients, but the returned results are many more than we can see in Millennium system. for example when I did a patient search in Millennium (logged in with our credentials), we see only three patients without any filters, but when I do the patient search using FHIR, I get a lot more patients.

My question is how is our Millennium paid sandbox is related to overall resources available through FHIR API.

How do we effectively use Millennium sandbox with FHIR APIs to create/update/search for our own FHIR resources accessible via paid sandbox instance
