Quorum Server behavior

Hello,

I am running 2-node Sun Cluster 3.2u1 on SPARC. I decided to give a try for quorum server, which has also latest patches installed.
I created the quorum instance on separate box, visible to both nodes. After that I disabled SAN LUN quorum and added quorum_server type quorum. So far so good. I have 3 vote counts available. During the test that I have done I noticed weird behavior for entire cluster.

First of all I disabled interconnect on one node. Node panicked and went down. Vote count decreased by 1. I left a node in OBP. Afterwards I put a Quorum Server node offline, and the vote count is still 2! This makes cluster to believe that everything is ok, as a result it operates without quorum.
Can anybody clarify on that? Is the notion of quorum changed with the presence of quorum_server type quorum?
